That Roland Clarke should get away with murder, torture, poisoning, battery and other grave abuses of the civil and human rights of his charges is deeply disturbing and casts a dark shadow over Florida’s already troubled justice-system.

That he should find employment as a policeman after leaving the prison-service is a mockery of justice and should be a matter of deep concern to the people of Miami Gardens, whose streets he is currently patrolling.

For the first six months of 2012, Roland Clarke was working as a prison-guard at Florida’s deadliest prison, Dade Correctional Institute.  Dade is one of the prisons that features a “mental hospital” within its walls, this is known as the Transitional Care Unit.  It was here that inmate-orderly Harold Hempstead witnessed mentally-disturbed inmates being starved to death by denial of meals, as well as numerous other violations of the inmates’ civil rights.  In January 2012 Clarke started using a specially-adapted shower to torture inmates into subjugated compliance.  These inmate-patients were very deeply disturbed people, many of whom had committed extremely serious offences including murder.  They were housed in solitary cells and subjected to harrowing conditions, some of them were “troublesome” for the guards, particularly the more noisy ones who would not stop shouting and disturbing the other inmates and staff.  After initially testing the shower-torture on a schizophrenic named Daniel Geiger and finding it induced compliance, Roland Clarke and other staff continued using the shower on various other prisoners.

On 23^rd June, 2012, the black, Muslim inmate Darren Rainey was placed in the torture-shower by Roland Clarke after a dispute which resulted in Darren Rainey’s Koran being destroyed by prison-guards.   After over one and a half hours in the shower Darren Rainey, # 060954, was found dead with much of his skin detached from his body.  The white, Christian prisoner, Harold Hempstead was in a cell just below the shower and witnessed the events.  He has written a book about all this, called “Department of Corruption.  Darren Rainey.  The Untold Story.”  and also has a website with a vast body of evidence on it concerning the Rainey-case and related matters. 

Five years later, when the sham-investigation and woefully corrupt judicial proceedings were completed and published (and Hempstead was assaulted by guards and transported over the border to a prison in Tennessee) Roland Clarke and his colleagues were found to have done “no wrongdoing.”

Clarke is currently going about his police-business in the streets of Miami Gardens while Hempstead sits in a cell in Tennessee, serving out his fabricated sentence of 165 years, writing constant witness statements, affidavits, letters and now books.   In this latest blog Harold challenges the Mayor of Miami Gardens to investigate just what kind of a policeman he has in Officer Clarke…..

Finally my book explains that covert recordings were obtained of Roland Clarke in 2013 and 2014 admitting to using the hot water shower as a torturing-device to punish mentally-disabled inmates and to murdering Darren Rainey.

The citizens of Miami Gardens have a right to expect that the law-enforcement officers, who are payed tax-payer’s money to protect them, not be murders with a history of violating the civil rights of people under his authority.

Polygraph test and voice-stress test are admissible in administrative proceedings.

As mayor of Miami Gardens you have the authority to direct that officer Roland Clarke receive a polygraph test or voice-stress test about murdering Darren Rainey, his history of using a shower that reached temperatures in excess of 160 degrees to punish mentally-disabled inmates, and his history of violating the civil-rights of individuals.  Will you please direct that officer Roland Clarke receive a polygraph test or voice-stress test about these matters?

I am writing to you from Great Britain to express my deep concern over the fact that Roland Clarke is working for Miami Gardens Police Department -

For some years I have been working on the case of Darren Rainey - the mentally-disturbed 50 year-old black Muslim man who died under torture at Dade CI on 23rd June 2012 - Mr Rainey was steamed to death in a specially adapted shower which reached temperatures of over 160 degrees Fahrenheit - 

I have been in regular contact with Harold Hempstead - the primary witness to the killing of Darren Rainey and have learned a great deal about the circumstances of the case -

As you are probably aware - State Attorney Katherine Fernandez Rundle closed the case on 17th March 2017 - finding no wrong-doing and bringing no prosecutions or other disciplinary action against the perpetrators -  I am aware of the official verdict and exactly how the case was handled -  

The following matters are now public knowledge:

Harold Hempstead has audio recordings of Roland Clarke admitting to using the adapted shower to punish mentally-disabled prisoners at Dade CI Transitional Care Unit - 

The recordings also feature Roland Clarke admitting that he killed Darren Rainey -

The video evidence submitted by Attorney Rundle was fraudulent and an attempt to pervert the course of justice through perjury -  As explained on his blog-site- Hempstead describes how the time and ID stamps on the video are from a different wing of the prison - NOT wing J-3 where the torture and killing actually occurred - 

I suggest that Ms Rundle be removed from office and prosecuted for the crime of deliberately misleading a jury with irrelevant evidence -  

Even though he has yet to be charged with any offence over the torture of at least five mental patients and the killing of Darren Rainey - I suggest that Roland Clarke is a huge discredit to the reputation not only of the police but also to the city of Miami Gardens - After killing Darren Rainey - Clarke actually boasted that he-d got away with it and that Harold Hempstead was his "co-defendant" - as at the time he believed that Hempstead was gong to cooperate with him and help cover up the crime -  In fact the opposite happened and Harold Hempstead has since dedicated his life to bringing justice to the case of Darren Rainey -   One of his suggestions in pursuit of this justice is that Roland Clarke should be given a polygraph or voice-stress test and questioned over his part in the death of Darren Rainey and the torturing of several other men in the super-heated steam-chamber - 

I am asking you sincerely to do just this and interview Roland Clarke on the above matters - I believe - in view of the irrefutable evidence that Harold Hempstead has which proves beyond any doubt that the torture and killing of Darren Rainey was crudely covered up in an outrageous miscarriage of justice - I believe that there will eventually be a re-trial and this time justice will be served -  It would do credit to the authorities of Miami Gardens if they were to take a proactive stance and interview Roland Clarke and establish the truth about the events of 23rd June 2012 -  

To quote from a recent letter from Harold Hempstead:  "In other words - a killer who is responsible for torturing mentally disabled inmates is employed for the Miami Gardens Police Department"

I am sure it is in the public interest to investigate Roland Clarke - and follow this up by taking appropriate action - Does Miami Gardens really want to be associated with a man like Roland Clarke~  

As part of his campaign for justice for Darren Rainey - who died a terrible death - Harold Hempstead has just published a book: "DEPARTMENT OF CORRUPTION - Darren Rainey - The Untold Story" which is essentially 400 pages of extremely detailed information on every aspect of the case - He has written several other books on this and related subjects which are all due for publication imminently -  He is also a qualified Para-Legal and a Minister of the Church and has been trained by the police in evidence-collection since the age of 13-

IMPORTANT FACTS ABOUT FEDERAL INCOME TAX FRAUD IN THE FLORIDA DEPARTMENT OF CORRECTIONS

Fact:  Florida prisoners file more fraudulent tax returns than any other prison system in our nation. 

Fact:  In 2009 Florida prisoners filed more fraudulent tax returns than all the prisoners in California,Texas and New York combined.

Fact:  Former Senator Bill Nelson played a big part in getting an agreement between the FBI, IRS and the Florida prison system that was focused on stopping federal tax fraud in the Florida Department of Corrections (FDC).

Fact:  Daniel Goodheart, a former psychologist at Okeechobee Correctional Institution made more than $900,000 from filing fraudulent tax returns.

Fact:  The Florida Senate Finance Committee is involved with trying to stop tax fraud in the FDC.

Fact:  FDC Inspector General's Office issues several reports a year documenting their findings on tax and credit card fraud in the Florida prison system.

Fact:  Tax fraud ringleaders in FDC file false tax returns in the names of witnesses that appear in the law-work of Florida inmates.  In other words, if you're a witness to any crime committed by an inmate in the Florida prison system then you could have had or might have a fraudulent tax return filed in your name.

Lies By Dade County - Florida State Attorney Katherine Rundle Concerning The Time Stamps On The Video Footage In The Darren Rainey Case

In this latest blog from Harold Hempstead he gives irrefutable proof that Rundle and Co submitted irrelevant video in place of the valid footage - thus PERVERTING THE COURSE OF JUSTICE in a homicide -

Thus she attempts to cover-up the murder of Darren Rainey in a chamber of super-heated steam at over 160 degrees Fahrenheit which left him dead with his skin peeling off -

"The State Attorney in her Memo closing the Rainey case without prosecuting any of the suspects involved with his murder, said the footage from the mounted security cameras on the night Rainey died shows the times I provided concerning when specific things happened were inaccurate.  The State Attorney didn’t disclose that the time stamps on the recordings that her office released were not from the mounted security cameras that recorded the events that happened with Rainey on the night he died.  Rainey was housed in the Westside Transitional Care Unit, the cell he lived in was located in Wing-1 and he died in Wing J-3.  The time stamp location on both of the videos the State Attorney released show an “E”.  Additionally, the time stamp location on the three minute video states “J-4” and the time stamp location on the 117 minute video states “J-5”.  This shows us that the time stamps on both videos came from the mounted security cameras on the Eastside in Wings J-4 and J-5.  If the time stamps on the video footage was from wings J-1 and J-3 which were the wings where the cameras were that recorded what happened to Rainey, then the time stamps would’ve said “J-1″ and J-3”.

It’s outrageous that the State Attorney tried to manipulate people into believing the time stamps on the videos her office released were the time stamps from the mounted security cameras that monitored everything that happened to Rainey on the he night he died, when the time stamps on the videos prove that they weren-t.

A lot of activism involves letter-writing and in some circumstances it is still an effective method of pushing for change -  It has the advantage of possibly prompting a response and also letters can be published which makes them powerful evidence in some cases (and helps get a response - especially if you can get them into the newspapers!) -  Even if emailing and writing to politicians and decision-makers had little effect on them I think it would still be worth doing - for documentary purposes if nothing else - So that activists can show that they have exhausted all reasonable routes of redress before considering direct-action -  

The problem is that when MPs and Chief Constables and various other people in positions of influence simply ignore written approaches to discuss policy they are seriously undermining democracy and forcing people to consider other ways to progress their causes -  This particularly applies to MPs who-s job is to represent the people and to the police who must be accountable to those they serve and protect -  
This brings us back full-circle to the topic of medical neglect in the Florida Department of Corrections -  When exonerated British citizen Krishna Maharaj was infected with flesh-eating bacterial disease in the Florida prison system that has wrongly held him for 30 years I made repeated attempts to ask my representative in the democracy - my MP - to ask the British Foreign Secretary (also a Conservative Party member) to speak to the Florida government in Tallahassee and get appropriate medical aid for Mr Maharaj my MP - Derek Thomas - ignored me -  He ignored my phone messages - my emails - letters -  everything!  He was quite happy to let Krishna Maharaj literally rot away in a foreign jail - knowing that he might lose his leg - or quite likely die - without immediate treatment -  
As far as I-m concerned - officials who neglect their duty to respond to the public are in breach of the social contract - 
When enough people consider the social contract to be broken it has to be re-written -

WHY DIDN’T THE DADE COUNTY STATE ATTORNEY PROVIDE CLEAR VIDEO FOOTAGE ON THE DARREN RAINEY MURDER TO THE MEDIA, ETC.?

From a prison-cell in Tennessee - USA - Harold Hempstead - former child-police-agent - wrongfully imprisoned for one hundred and sixty-five years in one of the World-s most brutal penal systems and witness to the ghastly torture-murder of the non-violent mentally disturbed black Muslim convict Darren Rainey - asks some questions about the glaring inconsistencies in the official version of events in the Rainey case-

Harold has told me he has plenty more to say regarding the death of Darren Rainey-  In fact it is his continuing tenacity and insistence in witnessing the truth about the extreme brutality of the Florida prison system that gave birth to his epithet - The Caged Crusader - he-s also known wryly as Miami Harold in tribute to the paper that broke the story to the world - The Miami Herald-

Some people just call him The Witness-  I believe this "common criminal" will one day be recognized by the world as a true friend of humanity and a moral example to look up to with admiration-  The US authorities have yet to come round to this view-

"In the beginning of 2012, while I was incarcerated in the Dade Correctional Institution Transitional Care Unit (TCU), I was told by several Lieutenants, Sergeants and officers that a new camera system had been installed in the TCU, that the new camera system was digital, that it could tell if a dime on the ground was on heads or tails and it had very clear footage.  The reason why so many security staff told me the foregoing was because I was the primary Orderly for all the shifts and Lieutenants in the TCU and they wanted to make sure I knew a new camera system was watching security and I when we were working on the floor in the TCU.  Security always kept me aware of issues with the mounted camera system solely because a lot of bad things happened in the TCU, and the cameras were always a threat to the staff when the cameras were operating.  My diary from 2012, that State, Federal officials and the media have, shows that in 2012 there was multiple staff-related investigations into issues that happened in the TCU.  Because I was the primary Orderly for security, I was often placed under investigation with the staff, solely because I was often present when security staff were doing things they shouldn’t have been doing.  There’s several 2012 entries in my diary that talk about the mounted security cameras.  The reason I’m bringing this up is I know from personal knowledge how clear the footage was from the mounted digital cameras in the TCU in 2012 and I’ve been told the camera footage from 2012 in the Darren Rainey murder case that the Dade County Florida State Attorney released to the media and others was unclear / blury.  I haven’t personally got a chance to view the camera footage but two people who have the video footage on the Rainey murder told me how unclear / blury the footage is that they received from the Dade County State Attorney.  Did the Florida Department of Corrections (FDC) intentionally provide the Miami-Dade Police Department and Dade County State Attorney with unclear / blury video footage from the night Rainey was murdered and this is why the Dade County State Attorney provided unclear / blury camera footage to the media etc?  Did FDC provide clear video footage to the police and the Dade County Florida State Attorney intentionally provided unlcear / blury camera footage to the media etc. to aid in their attempt to cover up Rainey’s murder?  I don’t know the answers to these questions.  I just know that my 2012 diary proves I had several dealings with the mounted security cameras and from my personal experiences with them and knowledge of them, the footage from said mounted security cameras were very clear.  This is another issue / problem with the Rainey case I wanted to bring to light.  Please share this blog with your friends and with anybody you believe would like to join us in our fight for the value of life.  Please sign our petition on Change.org entitled THE LIFE OF BLACK, MENTALLY DISABLED, MUSLIM PRISONER DARREN RAINEY DOES MATTER."

WILL YOU PLEASE PROVIDE ME WITH INFORMATION ON THE VIDEO FOOTAGE FROM THE DARREN RAINEY MURDER?

In the Dade County, Florida State Attorney’s 3/17/17 witten decision to not prosecute Darren Rainey’s killers, they have an Exhibit 7 which they say is a timeline from the mounted security cameras in Wing J3 of the Dade Correctional Institution Transitional Care Unit (TCU).  I was told that several people now have copies of the footage that the Dade County State Attorney alleges their timeline in their Exhibit 7 came from.  

As of the date I’m writing this blog, I haven’t been able to review any of the alleged actual footage the Dade County State Attorney released in the Rainey murder case.

If you’re reading this blog and you have a copy of the video footage that the Dade County Florida State Attorney allegedly used to make their timeline in their Exhibit 7, will you please help me by doing the following:

1. The video footage allegedly starts at 7:38:54 and runs to 9:33:17.  That is a total of fifty-four minutes and twenty-three seconds.  Will you please use a watch and time the video footage you have from start (7:38:54) to finish (9:33:17) and let me know if it’s fifty-four minutes and twenty-three seconds long?
2. The timeline in the Dade County Florida State Attorney’s Exhibit 7 shows no entries between 8:17:36 and 8:56.  Will you please let me know if the time stamp on the video footage you have jumps from 8:17:36 to 8:56, or if it shows the seconds and minutes that happened between these two listed times?  Will you please help me with the foregoing?  Please mail me your findings and/or send them to my friend Jeremy that manages this blog.  I really appreciate it.

STATE ATTORNEY MS. KATHERINE RUNDLE YOUR STATEMENTS ABOUT THE CONDITION OF DARREN RAINEY’S SKIN WERE OBVIOUSLY FALSE

I’ve been told that as of the date I’m writing this blog the Dade County Florida Medical Examiner continues to refuse to allow the Miami Herald newspaper’s retired medical examiner to review the skin slides and samples of Darren Rainey.  

Why did the Dade County State Attorney tell the media and others that Darren Rainey’s skin wasn’t damaged from the shower water, and then have the Dade County Florida Medical Examiner refuse to allow the Miami Herald newspaper’s retired Medical Examiner to review the skin slides and samples of Rainey?

What are they hiding?

If they had nothing to hide then they’d follow the law and allow the skin slides and samples from Rainey to be reviewed.  The Dade County Florida State Attorney and Medical Examiner obviously thought they could make the far-fetched claims they made on the Rainey case, concerning the condition of Rainey’s skin, and that nobody would try to have an independent examiner look at the skin slides and samples from Rainey.

It’s very easy to make a statement unsupported by evidence, but when somebody says prove it by showing me the evidence, and you don’t show the evidence, you clearly tell all people that your statements about the condition of Rainey’s skin, Ms. Katherine Rundle, were false.
