Health and Safety

What was the ‘Memory-Stick Killing?’  In what language is debate to be framed when state kills citizens with impunity?  When ‘Health and Safety’ legislation is used to ‘prosecute’ police for killing?  In today’s terminology, what is the meaning of a ‘Lawful-Killing’ Verdict?
